Dear Dr. Bell,
You should have posted 1-2 more photos with front view and with lat view showing upper level of lesions.To me lesions are raised hypopigmented(not hyper) papules and plaques + some koenner.There are islands of normal skin in between. Frankly speaking I could not diagnose it. Just a chance- can it be confluence of verruca plana.Are you planning biopsy?

this appears to be post inflmatoryhyperpigmentation with sclerotic changes.This could be post caustic burn mark
